Update WP-CLI to the latest version

As a cPanel User, I would like wp-cli package updated from 1.5.1 to 2.1.1 so that we will be using the most current version of wp-cli.

The current cPanel version of wp-cli package is 1.5.1. (version which was released in May 2018)
The latest version of wp-cli is 2.1.1. I would like cPanel to update it.

cpanel-wp-cli is updated very regularly and doesn't need a feature request to get updated. 2.1 has been released already, and we're already looking at 2.2. Keep an eye out for the updates in the changelog!
