Update libGD (PHP's GD library) to newest

As a systems administrator, I would like to see the PHP's GD library updated to the latest version.
Currently it's way behind at version 2.1 however as of today lates stable is 2.2.5
I like this idea

We would also need GD 2.2.5 as soon as possible, because GD version 2.1 cannot properly handle transparent webp images, transparent areas are always black.

This is becoming a must have. Bigger sites are demanding more efficient image formats. WebP has become very popular to fit that requirement.
