SpamAssassin whitelist for outgoing email scanning

On highly-populated servers, the outgoing email scanning can affect users that are sending legitimate email. It would be nice to have a way to exclude domains from the outgoing email scanning.
I like this idea

None of the functionality in the cpanel Exim configuration editor appears to apply to outbound scanning.
Even if this was as simple as using a custom user_prefs for the cpaneleximscanner account, whitelist_after_auth, whitelist_from_rcvd, etc.
