security access whm yes, but not for cpanel user

I've been putting this in place as there is not other way to protect root access... and this is really critical to not do this, this is really really needed...

BUT, big problem, after 'configuring security policies' this is also applying automatically to all clients cpanel, and we can say in advance, this is too much for clients, they don't need such security unless they decide or give the choice.

We need an option for separating WHM of cPanel at least...
