Retain the IP addresses when restoring an account

When restoring an account, or transferring an account, the IP address is changed. This happens even if the IP address stored in the account backup is bound and available on the server.
Right now people are using custom solutions to bypass this behavior. An option that allows using the IP address stored in the backup would allow a consistent supported solution.

More specifically - this shouldn't be the *default* behavior but a flag/option passed to the restoration process such as for Disaster Recovery purposes.
There are situations where we will want to restore a backup and have it retain its IP [such as restoring the account to a new server for disaster recovery of the old server] and other situations where we wouldn't [such as when moving an account from a shared IP on one server to a shared IP on another server.]
