Outgoing filters
I would like cPanel should have a functionality of restricting outgoing mails to particular domain / outgoing mails should not contains much attachment size....kind of things.
i hope all hosting companies vote for this request because this is very basic requirement from customers who chooses their email service hosted on outside.
i though Global Filters / user level filters option in current version of cPanle should work to block outgoing mails to particular domains or emails or should block outgoing mails which contains more that predefined size of attachment....

While this does not negate your feature request, please note that it is currently possible to implement the limitations you want via:
WHM -> Exim Configuration Manager -> Advanced Editor
You would need to be familiar with writing Exim ACLs, but it is possible to write an ACL that restricts all outgoing mail size (or mail to particular domain(s)) to a particular size.
SpamAssassin's implementation with cPanel also supports outgoing spam checks. This is available in:
WHM -> Exim Configuration Manager
Under the "SpamAssassin Options" section.
The option: "Scan outgoing messages for spam and reject based on SpamAssassin® internal spam_score setting"
Beyond that, you're correct that the product does not inherently support outgoing filtering and this feature request is a good place to have that discussion and encourage voting for those interested in it.
