Mod security access from reseller account

We don't offer reseller accounts, however we do use them in house to give the developers more access, without giving them root access

We would like to give our developers access the mod security

functions from within WHM on reseller accounts.

I think this is a requirement, if someone needs mod_security only option now is to give full permissions to everything :|
