Lock your cpanel user to change the size of the mailbox, but he could continue to manage their accounts. Who could change the size of the mailboxes would be the root or reseller.

"Number of Email accounts x Inbox Size" = 10 Email Accounts x 5GB Inbox/Mailbox Each
