Force SSL overall but disable for an individual domain

As a server administrator, I would like to be able to define who is and who is not forced to use SSL for cPanel and webmail logins on a per-domain basis. This would allow me to force the majority of my clients to use SSL, but allow those with hinderances to still login without SSL, increasing the security of my server.
This issue came about because if a client uses the HTML Editor, it can only load pages in http, so if the cPanel is in https, the pages do not load properly because of mixed content. Currently I can only get around this by disabling cPanel logins via https across all accounts on the server.
