Disable User Manager

As a server administrator I would like cPanel to add the User Manager to the Feature Manager list, allowing me to disable that UI for users that won't be able to use it anyway. For example, in our environment we don't allow or enable FTP, Mail, or WebDisk, which causes our users to be extremely confused.
I like this idea 
cPanel, WebHost Manager and WHM are registered trademarks of cPanel, L.L.C. for providing its computer software that facilitates the management and configuration of Internet web servers.
And it should be renamed to something else, or at least make it clear that you can't add additional logins for cPanel in this interface. We deal with customers who don't understand that the logins are not for cPanel, but for FTP, WebDisk and email.

The user manager is a feature that only creates confusion in the customers because they think they can create additional login user for cPanel.
