Different behavior for Add Rule('+' button) in Mail Filters

In cPanel mail filtering, when you click on the "+" button to add a rule to a filter, it should add the new rule immediately below the "+" button, not after the last existing rule. Since it is possible some users prefer the current approach, then my proposed behavior should be an option/preference.

Adding in an option to toggle the button's behavior would add some unnecessary complexity into the product. This would also cause inconsistent behavior between providers in a place that it doesn't need to be that complex, in my opinion. Would having two buttons representing the "add" feature satisfy this request? This would then move from a "-" and "+" to three total buttons. A "delete", "add above", and "add below".
