Deny FTP Access

As a web hosting provider or cPanel user I would like to be able to disable my cPanel users access to FTP on a per-cPanel account basis.
I like this idea 
cPanel, WebHost Manager and WHM are registered trademarks of cPanel, L.L.C. for providing its computer software that facilitates the management and configuration of Internet web servers.
New cPanel version 11.86 recommend sftp instead ftp but as ssh is restricted it is not recommended option on shared servers.
Can cPanel provides feature to enable ftp on custom user account while ftp is disabled on default cPanel account for security purpose.
