Automatically whitelist the destination in cphulkd when doing account transfers

A number of times in the past, we (migrations team staff) have run into the following issue:

1) Start transfer via WHM

2) Someone/something brute forces the root account on the source server

3) cphulkd on the source blocks access to the root account

This interrupts the transfer completely unnecessarily. I'm requesting a feature whereby the source server automatically whitelists the destination in cphulkd such that the destination cannot be denied access throughout the duration of the transfer.
