Automatic Assignment of Multiple IP addresses

Basically what I was thinking is that you can assign multiple dedicated IP addresses, then switch a setting so that any new accounts created will be put on on the least used IP address or random one etc so if someone DDoS's you and you only have one server, it will not affect all clients,

When we say "multiple dedicated IP addresses" are you referring to shared IPv4 addresses used by resellers when creating accounts?
