Auto ssl reset failed request (ie: when verification servers offline)

As a System Administrator, I would like to see AutoSSL determine if a certificate order is pending due to domain related issue, or a problem with Comodo SSL validation server, so that when the Comodo Validation servers are offline the request does not stay pending for days (weeks?) resulting in an invalid certificate.

AutoSSL should have a logic to determine if a certificate order is pending due to a genuine domain-related issue, or due to a problem with the Comodo SSL validation servers.

If it's related to the validation servers, it should not keep the requests as pending, leaving the domains with an invalid certificate but request it again.

We currently expire requests after 8 days and make a new one. We will look into reducing the time as most certificates should be issued within 20minutes with a maximum time of 3 days.

This is being investigated in case CPANEL-21365

The current plan is to reduce the retry time from 8 days to 4 days. We cannot reduce it any further since it is expected that some certificates require manual verification and this process usually takes around 12-84 hours.
