Toggle optimizefs via Tweak Settings

As a Server Administrator, I want the ability to toggle optimizefs via Tweak Settings, so that I can enable/disable optimizefs through WHM.


The back-end work for enabling/disabling optimizefs was done in 11.32 with case 34917.

In cPanel & WHM version 11.50 we completely removed bin/optimizefs.
