API to query accounts suspended by root that cannot be unsuspended by reseller
Gathering some public input about an API call we plan to implement:
This would be an API call to query accounts suspended by root in such a way that it cannot be unsuspended by the reseller. We're not talking about ACLs, we're talking about the screen root sees when they suspend an account and there's a checkbox to prevent their reseller from unsusupending them.

A new Remote API v1 function will be available: listlockedaccounts
In addition the locked state will be available to the existing Remote API calls for listing suspended accounts. The List Suspended Accounts report in WHM will also display this information.
