API file download done by web site

Hello
I need to let a surfer on my site download a file from the file storage in my site.
Thus my site application will download the file to the surfer computer.
It is similar to the way it is being done in the Cpanel
file manager > download option
only not interactive and using a user that is allowed for reading only
Has anybody done this before?
