Allow special characters for email account address local-parts

I request to be implemented in special carractere email accounts example: marcelo&marcelo@dominio.com - have customers who want to migrate to my ISP but do not because the cpanel accepts special character
This is a potentially complex issue to deal with, as some characters have special meanings, handling, and limitations on how/where they can be used within the local-part.
