Add "Update Preferences" tab in DNSOnly

Any dns/system/cpanel related setting should be included in the DNSOnly version of WHM. Some settings are missing now, and this is leading to some confusion.
I like this idea

This is now in a public build of version 64, 64.0.1, which is in the CURRENT tier. Update your DNSOnly server to version 64 now to take a look!

At this point we're unlikely to make changes of this kind to DNSOnly, and are content to leave this interface excluded for now. It is entirely possible to adjust the tier by manually adjusting the /etc/cpupdate.conf file, however.
