add timestamps to the history format on cPanel installation

When troubleshooting a webserver, it can be very helpful to have timestamps in the bash history. It would be very helpful if the cPanel installer would set up timestamps in /etc/bashrc. It would also be nice to have timestamps in history for jail shell users.
I like this idea
