Add "Statistics Software Configuration" to Configuration Cluster

All stats settings could be controlled from one location. Be clear in comments if you consider a need for choosing user permissions a critical part of this enhancement.

It must be pretty simple to implement and it basically dont change across servers. It's part of our policy to configure this screen equally for every member of the cluster...
