Add (or move) optionselect preferences for the file manager to the file manager settings

When you open the file manager, there is a pop up that asks you to select what directory to go to and if you want to see hidden files. There's the option to save your answers and use them every time without prompting.

There's also a "settings" link at the top left of the file manager. It would be nice if the options in the pop up could also have defaults set here - including the "use the pop up every time" option. :)

We'll see what we can do. Currently the UI of cPanel is going through a big redux in the X4 project (http://themes.cpanel.net/x4) and those popups have been eliminated.

Opening the File Manager from the X4 dashboard assumes you want to go to your public_html folder and assumes you want to see hidden files. Its our understanding that users typically use the File Manager to either update website files by hand or upload a new file to share at a public URL...these defaults cover both of those important use-cases.

When you launch the File Manager from the domain management screens or FTP, we'll pick the default directory to open to based on your context. As always, you'll continue to be able to browse throughout your home directory using the File Manager as before.
