Add API functionality like Track Delivery from the cPanel UI

As a server administrator I would like cPanel provide a UAPI call that shows the full history of email messages and their statuses similar to the cPanel UI "Track Delivery" function, and includes the ability to filter by additional information (failure/success/defer, etc) so that I can gather this information without having to access the cPanel UI.

I would like this feature too, available for simple cPanel users (subscribers) as well, not only admins ...
