Ability to set defaults for cPanel user notifications

As a web hosting provider, I would like to be able to define the default settings for notifications (cPanel >> Contact Information >> Contact Preferences) for existing and new accounts on my server, so that my users do not receive notifications that I deem unnecessary for any reason.

As it pertains to AutoSSL notifications, cPanel & WHM version 74 will provide a way for administrators to configure this using WHM >> Manage AutoSSL.
