Ability to disable "Send welcome email with mail client configuration instructions"

As a webhosting provider I would like cPanel to offer me the option to disable the "Send welcome email with mail client configuration instructions" feature server-wide, or by cPanel user, and the option to have it disabled by default (rather than enabled by default) to prevent confusion in the case that I, as a webhosting provider, provide my own instructions.

or at least have the feature that a webhosting provider is able to add a branding (replace logo, add html before/after the mailcontent) server-wide to all this kind of notifications.

I agree, disabling this setting by default would be a great help.
