Ability for Email users to reset their password using a link outside of cPanel

Similar to the reset password link at the cPanel login, it would be nice to have a reset password link on the webmail login.
Having literally thousands of email accounts to administer, it would be useful for a client to be able to reset their own email password from OUTSIDE. I realize that there are password reset mechanisms both after logging in and on the cPanel control panel, but that presumes that a user knows their current password. If they do not, there should be an authentication mechanism and a reset feature.

Chip, I am not sure what happened to my reply to your information request, but it isnt here now..
I am past the point of needing a solution. People are starting to get angry that they cannot manage their own passwords, and frankly, I am at the point where I dont want to see another "help me change my password" email..
I see the "reset password" link on the cpanel login page, but the same link doesnt exist on the webmail login screen. Likely because we havent had the ability to collect verification information when setting up an email box.
I dont much care what security solution is implemented, but I vote for security questions.. I just need something soon.

My vote goes to cell phone and/or secondary emails.
I use WHMCS for billing which already has security questions, and frequently clients forget their password AND security answer (or can't remember the spelling), so security questions for me are less useful.
Cellphone I can see as the best option, but I assume there's a cost for sending emails so this would need to be checked out.
Secondary email sounds great, that's secure and easy to use.
