Ability to set a user to jailshell at account creation time

Needs Review

As the title says, it would be nice if both WHM >> Create a New Account and the creatacct API had an option to set the user to jailshell at account creation time. Currently you can only enable or disable shell, and then adjust it to jailshell later in WHM.

Great idea, would save a lot of time as has to be done manually currently,
