Add option to abort transfer when a database error happens during a live transfer

As a web-hosting provider, I would like to have an option to abort an account transfer if a database copy fails, so that the account isn't left without databases after a migration.

Currently when we transfer an account using live transfer and there is an error. cPanel attempts the transfer a second time, then upon failure deletes the database on the destination server and doesn't revert back to the previous server.

In case of a web socket database error, the source account should not be suspended and the DNS should not be moved to the new server.

We are looking into new options for stricter failures when it comes to transfers, including database errors. It's not on our current roadmap, but we hope to incorporate it soon.
