Make "FTP Connections" a separate feature

Per https://support.cpanel.net/hc/en-us/articles/360049228453-FTP-Connections-not-being-displayed-on-CloudLinux the FTP Connections in cPanel won't work/not recommended with Cloudlinux. However, there is no option to disable this function from cPanel interface without disabling FTP Account Manager completely. So, it might a good idea to move FTP Connections to it's own feature.

In cPanel & WHM version 94, the FTP Connections tool will not be displayed on CloudLinux systems.
