Improve the SSL issuing buttons to avoid SSL renewing errors

As a hoster I would like to remove some of the simple GUI errors that users do again and again like pressing on the Issue button under the Lets Encrypt page to issue a new SSL fx. after they have received an warning SSL email.

If they do not do it right, they risk having the old SSL removed without a new SSL in issued.

Merging the Dry Run-button into the Issue button could avoid these scenarios be only removing the old SSL if the Dry Run was successful and thereafter issuing the new SSL.
