Update composer to lastest stable version

As a cPanel user, I would like to have composer updated to the latest stable version in order to have access to the updated features.

Playing catchup. This was completed a while ago. Current version is cpanel-php-composer: 2.6.5-1.cp110 on v118, which is releasing soon. Closing this.
