When uploading files, enable "overwrite uploaded file" CheckBox by default for all future uploads

As a systems administrator, I would like an option to have the “overwrite uploaded file” option (when uploading files) checked by default so that I don’t have to check it each time.

Add a way to have the CheckBox always checked by default, so if I don't want it I can uncheck the CheckBox!
