update_php_mime_types owning changes to .htaccess files

update_php_mime_types can change clients .htaccess files and hash out the addhandle line, if update_php_mime_types makes a change to a .htaccess file it should leave a comment in the .htaccess file to say it was the running of update_php_mime_types which hashed out the line?

not a big change I know, I'm surprised it changes files without owning the change
