Update IonCube to stable 6.1 [EA4]

Basically, update to the newest stable release of IonCube 6 (6.1) since the current version is an experimental version 6.0.4, as seen in yum:


ea-php70-php-ioncube6.x86_64 0:6.0.4-3.3.22.cpanel

We added newer versions of ioncube some time ago. Right now, we provide ioncube 10 with EasyApache 4.
