transfer tool with skip dns option for later

As a system administrator, I'd like the option to skip DNS when using the transfer tool, so I can verify the transfer was successful before pointing users to the new server.

There are critical cases where we want to make sure that everything is setup correctly before we flush DNS records.

I suggest allowing us to update the DNS later (by click) after everything has been checked and found to be working properly.
