As a web-hosting provider, I would like the ability to create trial accounts that are not viewable from the public so that they can test and publish content (without being publicly viewable) until they are ready to purchase an account.

I would like to be able to offer trial accounts, so they do not become active (visible to the entire public) until the customer pays.
