Suspend a reseller's cPanel account without suspending the reseller's WHM login

As a cPanel Partner who also resells hosting packages, I would like cPanel to provide a way to suspend a reseller's cPanel account independent of their WHM account, so that if a reseller's main account gets compromised we would be able to suspend the compromised account while still allowing them to unsuspend from WHM.
