Stop restarting mysql on migrations/transfers

When doing a transfer or migration the cpanel migration tool will restart the mysql service. While this might be fine for servers with a few databases, it is not something that should be done on a live server.


The correct behavior should be for the migration to fail if it is unable to successfully import a mysql database. Cpanel should not disrupt services because of a migration.


I suggest either a "Do not restart services" option for both the command line /scripts/restorepkg and the migration utility in whm.
