Set default webmail options (and possibly reset / enforce them)

As a hosting provider I'd love to be able to preset the time zone, language,time between mail checks, and some other webmail options, instead of having to setthem manually for every mailbox.

Not beingin the US,for Roundcube to be usable, those settings have to be adjusted when eachmail account is created, adding several minutes to the process.

The possibilityof eventually enforcing those options refers to resetting the values for users thatcould have changed them by mistake or due to irresponsible usage.
