Send admin notifications when Remote MySQL hosts are added

I, as a sysadmin, identify Remote MySQL hosts as a potential lead to security concerns. As such, it is a blind point because sysadmins don't have complete notion of what hosts have been enabled in a server, nor why.

cPanel should send notifications reporting that a host have been added to a given account. The message should include the account, owner, value (IP/FQDN) and if request to allow comments in Remote MySQL UI gets thorugh, it should also include the comments added by user.

This feature will allow to perform a better syadmin job, even if request to list global Remote MySQL hosts from WHM don't get through.
