Security information link on setup

As a server owner, I would like to see the initial setup wizard include a link to cPanel's security recommendations:

Specifically, there are two settings that have significant value to server owners here.

- use of SSH keys

- disable PermitRootLogin - instead, use a sudo user

The increased use of these features may substantially decrease root level compromises for server owners.
