Provide a way to completely stop bandwidth to services responsible for exceeding bandwidth quotas.

At the moment, cPanel tracks all (FTP, HTTP, SMTP, POP3, IMAP) bandwidth used by an account, but once over their allowed quota, only actually prevents further HTTP traffic to an account, while FTP, SMTP, POP3, and IMAP remain unrestricted.

As an administrator, I would like to be able to limit these other services as well, especially if one happens to be the responsible for the account's over-use, or even 90% of the total usage, to prevent them from exceeding their quota any further than absolutely necessary and potentially causing issues where quotas may already be limited to prevent other problems (and cut down confusion on how the limit can be exceeded after its already met).
