Partial Backup to user folder directly

As a User/SA/Provider, I'd like to see the Partial Backup to offer the additional option to generate backup to /home/user/somedirectory folder so that end users can so that end users can download their backup over FTP afterward. This can be beneficial for those end-users with very bad internet as they can easily resume an interrupted FTP connection (e.g. Filezilla), but not an interrupted download over HTTP.
