Overriding the "Potential spammer hourly threshold tweak setting" on a per user/domain basis

As a System Administrator, I would like to override the "Potential spammer hourly threshold tweak setting" on a per user/domain basis, so that some approved users don’t trigger this message:

The system has detected an unusually large amount of outbound email.
It is possible that the following email address has been sending spam from your server:
newsletters@domain.tld
The system detected that this email account sent messages to a large number of distinct recipients in an hour.
For example, users with a dedicated/reseller IP address don’t need to have as tight a limit as all others.


In my reading, that’s what this feature request actually wanted, but potential spammer hourly tweak setting remains applied to all accounts, even if they have their modify account limit set to ‘unlimited’ as shown in /var/cpanel/users/username
