Munin: Use restricted MySQL account instead of root

Munin doesn't need MySQL root privileges to perform its duties. I stumbled upon this solution a long time ago and have been manually updating /etc/munin/plugin-conf.d/cpanel.conf:

The problem is that each time there is a Munin upgrade/patch, my changes are erased. I noticed with the update to WHM 11.36 that the file now looks to root's /root/.my.cnf. I think the plugin should just use a restricted account as illustrated in the above article.
