Match dedicated IP on new server when using transfer tool

When transferring an account with a dedicated IP to a new server, cPanel should check or give the option to either:

- Show a dropdown of available (non-reserved IPs) I can assign

- Try to match the IP of the account if it's available on the new server (migrating accounts to new servers and keeping IPs)
