As a cPanel account administrator, I would like the ability to customize the options available to webmail users on my account, while still retaining those features inside of cPanel. For example, the only way for me to disallow all of my email users from managing my account's forwarders is to remove that option from the feature list for my account, which is not ideal.

Exactly. This would be very practical. Especially for accounts resellers. Currently, since the tab " configure email client " and " contacts and calendar," reveals the routes to server hosting. And it is not logical if the cpanel offers white label resellers. One should be able to customize the webmail and hide tabs , or at least the routes.

If the point here is to be able to limit/control options available in Webmail independently from cPanel, then I agree!
I would like to be able to prevent email password changes in the Webmail interface. Sometimes it is not appropriate to allow users to manage their own passwords.

yes, we would also like to be able to prevent email password changes in the Webmail interface. Sometimes it is not appropriate to allow users to manage their own passwords, as some mail archive systems need the password unchanged to sync both counts, but if a user changes his password, then the archive fails as the wrong password is triggered. I sincerely hope this request to be available in the next update

I would also like to be able to customise the features available to Webmail logins on the Webmail Main page.
I note that Edit Your Settings->Password and Security feature, icon, link, is not avaiable to the cPanel Default domain account on the 'Webmail Main' page... I attach a screenshot which demonstrates this behaviour.
Therefore is an an existing array of feature permissions per account already examined upon loading of the 'Webmail Main' page? So yes... would be nice to be able to customise this feature availability, I might suggest the following:
EMAIL->Webmail Features
WHM->Packages->Feature Manager
