make spf_installer smarter with matching existing records

If you run /usr/local/cpanel/bin/spf_installer you have the possiblity to add a policy, let's say I want to add +include:spf.protection.outlook.com

If I run spf_installer multiple times I will get multiple +include:spf.protection.outlook.com - it would be nice if spf_installer would actually see that this exact text already exists on the SPF record, and then just not add it.

Also if I could actually add +include:spf.protection.outlook.com to *every* SPF record on the account - that's currently not possible except using "overwrite" but then you might break other things
