As a Web-Hosting Provider, I would like to be able to enable or disable WHM Security Center Security Policies “Password Age” box on a per user basis instead of account-wide so that we can have better individual control for users on a case-by-case basis.

My name is Mark and I will be assisting you with your Password Age (expiration) questions. You can disable the Password Age option in WHM >> Security Center >> Configure Security Policies by unchecking the "Password Age" box. However, you cannot do this on a per user basis. This option applies to all accounts on your server and is based on the age of the password determined by the operating system in -etc-passwd. Either all cPanel accounts will have the password expiration enforced (if checked and set), or none of them will. BUT I WANT AS PER ACCOUNT BASIS WE CAN SET PASSWORD AGE OR DISABLE IT
